1 Mai 1945 ‒ noch tobt der Zweite Weltkrieg: Eine Gruppe von Nazi-Offizieren führt ein schreckliches Ritual durch, für das sie die Leben der im Krieg Gefallenen als Opfer nutzen. Dieses Ritual sollte den Orden der 13 Lanzen beschwören, eine Gruppe von Übermenschen, die die Welt komplett zerstören soll. Niemand weiß, ob das Ritual erfolgreich war oder was mit ihnen geschehen ist ‒ vielmehr ist die Geschichte zu einer Legende geworden. Jahrzehnte später in Suwahara City: Ren Fujii wird aus dem Krankenhaus entlassen, nachdem er sich von einem Kampf mit seinem Freund Shirou Yusa erholt hat. Er versucht, das Geschehene zu verarbeiten, doch ihn verfolgt jede Nacht derselbe Traum: Eine Guillotine, Mörder, die Leute jagen und schwarz gekleidete Ritter, die die Mörder verfolgen, genauso wie die Worte von Shirou: „Jeder der in dieser Stadt bleibt, wird irgendwann den Verstand verlieren.“
